Todd Spalding, Director of Parks, Recreation and Forestry

Todd SpaldingTodd Spalding joined Jefferson City Parks, Recreation and Forestry in January 2016. He reports to and administers the policy decisions of the nine member citizens Parks and Recreation Commission.  His responsibilities include hiring and management of all personnel, operation and programming of all recreation facilities, maintenance and management of all park grounds, trails, and recreation facilities as well as implementation of the Parks and Recreation Capital Improvement Program, management of the Commission’s fiscal affairs, and the long-term stewardship plan. 

The staff of the department includes 46 full-time permanent positions as well as a part-time and seasonal staff of over 250 persons.  The department is responsible for maintenance of the 1,400 acre park system, nearly 35 miles of greenway and hiking/biking trails, 2 swimming pools, an indoor ice arena, the Oak Hills Golf Center, and numerous other facilities as well as over 150 programs and special events, many of which are operated in cooperative partnerships with dozens of other community service organizations.  

Todd is a graduate of Southwest Baptist University in Bolivar, MO, with a Bachelor of Science Degree in Business and Sports Management. Following graduation, he was Executive Director of North Central Missouri YMCA in Brookfield, MO, then Chief Executive Officer at Quincy Family YMCA in Quincy, IL. Todd most recently served as Executive Director of Belton Parks and Recreation in Belton, MO, where he administered operations and management of city parks, a wellness center, and outdoor pool.
