David Grellner

David Grellner began his tenure as Environmental Health Manager for the City of Jefferson in 2007.  Mr. Grellner began working for the City in 1999 as an Environmental Specialist.  Mr. Grellner has over 16 years of experience in the field of environmental health.  He earned his Bachelors of Science Degree in Agriculture from Lincoln University School of Agriculture, Natural Resources, and Food Science in 1998.  He is a registered Certified Professional of Food Safety (CP-FS) from the National Environmental Health Association and a licensed Certified Public Health Operator from the Missouri Department of Agriculture.

Eric Barron
Planning Manager

Eric Barron joined the City of Jefferson as Senior Planner in 2006.  Prior to his role with Jefferson City, Eric held a position with the Lake of the Ozarks Regional Planning Commission.

Mr. Barron has over 20 years of experience in the fields of planning and zoning.  He holds a dual bachelor’s degree in Community and Regional Planning and Environmental Geography from Missouri State University, a master’s degree in Public Administration from the University of Missouri, and is American Institute of Certified Planners (AICP) certified. Eric serves as Planning Manager for the Planning and Zoning and MPO Divisions, overseeing the staff functions for the Jefferson City Planning and Zoning Commission, Board of Adjustment, and Capital Area Metropolitian Planning Organization Board and Technical Committee.


Dave Helmick
Property Housing Supervisor
Property Maintenance Division

Dave Helmick began his tenure as Property & Housing Supervisor for the City of Jefferson in 2020.  Mr. Helmick began working for the City in 2016 as a Housing Property Inspector.  Mr. Helmick has over 20 years of experience in the field of property inspections, building design, project management and construction.  He earned the title of Carpentry/Masonry Specialist from US Army Naval Construction Training Center in Gulfport MS. in 1999.  He is a Certified Building Inspector, Zoning Inspector, Residential Building Inspector, Commercial building Inspector, and Property Maintenance and Housing Inspector from the International Code Council as well as a Certified Code Enforcement Officer (CCEO) from the American Association of Code Enforcement.

Matt Kreyling

Building Regulations Division


Matt Kreyling began his tenure as Building Official for the City of Jefferson in 2020.  Prior to his role with Jefferson City, Matt was the Building Official for the City of Mexico, Missouri.  Mr. Kreyling has over 10 years of experience in commercial and industrial construction.  He obtained both a bachelor’s degree in Architectural Engineering and master’s degree in Civil Engineering from Missouri University of Science and Technology in Rolla, Missouri.  He is also certified by the International Code Council as a Building and Fire Plans Examiner, Combination Inspector for commercial and residential construction and a Property Maintenance and Housing Inspector.

Rachel Senzee
Neighborhood Services Supervisor

Rachel Senzee began working for the City of Jefferson as the Neighborhood Services Supervisor in 2020. She began working for the City in 2019 as a Neighborhood Services Specialist. Ms. Senzee has over 12 years of experience in the fields of grants management, historic preservation, project management, and community engagement. She holds a bachelor’s degree in History from Southeast Missouri State University and a master’s degree in Public History from the University of Arkansas-Little Rock. Prior to her role with the City, Ms. Senzee worked for Missouri State Parks and the Clinton Presidential Library.
